In a poor game, the better football came from the Lancashire side but their visitors still had chances to steal all three points.
The crowd came anticipating goals as the game promised the first Premiership appearance of the reunited Dwight Yorke, Andy Cole strike partnership.
However, it was the visitors who controlled much of the early play.
Claudio Reyna came the closest when his excellent free-kick flashed just past Brad Friedel’s post in the tenth minute.
But, as the half progressed, the home side improved and so did the game. Cole swivelled and shot over and Yorke also went close from 30 yards.
Kevin Kilbane at the other end went close when he back-headed Thomas Butler’s cross narrowly past the far post.
Nils-Eric Johanssons excellent pass in the 43rd minute sent Damien Duff scampering clear but as he flicked the ball past Thomas Sorensen, Joachim Bjorklund was on hand to mop up.
Then, David Dunn's scorching half-volley was only inches away from opening the scoring.
Rovers started the second period with all guns blazing and could have taken the lead on several occasions.
Dunn’s cross was headed narrowly over by a diving Craig Short in the 53rd minute.
The Irish winger Duff caused more problems when his drive forced the Danish keeper to touch over.
Sunderland were still very dangerous on the counter and Friedel had to make a stunning save from ReynaÂ’s free-kick.
Blackburn boss Graeme Souness said: “They came to frustrate us, playing five across the middle, and their game plan worked."
