The versatile Wales international spent last season on loan to Cardiff. Cardiff's £1.5m bid was rejected - paving the way for a move to Sunderland.
"I want to go, but I'm snookered," explained Koumas in the Daily Mirror.
"They can't force me to play football for them, but I've got two years left on my contract.”
