Muamba had his first team start for Arsenal against Sunderland last season in the Carling Cup.
Quinn has not named him as a loan target but it is understood that Muamba was pointed out to him by Steve Bould who is now running Arsenal's youth squad.
Quinn has reveled, "I've spoken to Arsenal twice.
"We hope to be able to take one of their players, but I can't talk about names."
